    Yes but it retracts into the cap.There is more hardware besides a bungee cord.

    I replaced mine once. All u have to do is find the hook part(preferably plastic) tie the bungee to whatever the old one was tied to. The hook end should stick out with just a little resistance. Then ur good. It's not really retracting. It's stretching.

    basically it's just a hole with a hard plastic grommet, the bungie is tied on to something, and the little piece it clips to on the deck can be found in the sailing section of any West Marine, or boating store. I think it is quatrer inch bungie, but I'm not 100% sure. Actually they would have everything you need. there is no actual "retractor" it's just the stretch of the bungie that makes it retract
