I suggest a thin metal cutting blade on either a small pneumatic or electric grinder. I also highly recommend applying a good grease to these bolt, prior to installation. One of the downsides to stainless is it has the tendency to gaul to itself.

Be careful cutting ss with a cutting blade. It doesn't cut like regulare carbon steel due to it's alloy content. Take your time. If you can cut the bolt in the middle you will be better off than nibbling away at the bolt head, but you may not be able to reach it. Main thing is to go slow. Have a couple of cutting blades because one may get gummed up with the ss and quit cutting or break. Remember to take time to let the material cool off. SS gets really hot and stays that way when you grind on it. Put Neverseize on it when you get your new bolts. It's a grease and graphite combination that works well on SS.
