Standing at the rear of the motor looking toward the bow #1 will be the top right cyl. Causes could be blockage but I would suspect thermostat. The gurus will be here shortly to better answer your questions.
yeah, I bought a new one @29$. place it on the side that felt cooler.
no changes so i took the one that i replace and put in the side that was hotter, still no changes. it's just that by feeling with my hands that the port bank is quite a bit cooler than the starboard bank. no alarms runs ok, not experienced any high rpm problems yet. i am geussing i am needing some recirc valves (sneezing) will check the timing. uh does one need the ignition analizer to check sync & link.
One thing though not shure how long our evinrude dealership has been around maybe 10 or 12 years but went to check on the recirc vales and they didn't even have a stock# so that means they never have orderd one? I am shure they have had plenty of these engines through thier shop just stange they have never changed these?
and another thing just the other day while on the muffs my powerhead gasket faile ( maybe from the pooling of unlooped fuel mix) it is mixed so it made it past the intake. not on the pans but coming out around the bolts on the steering arm.
Kinda got an idea about all this just wanna do what i can and save some cash ya knowThanks guys!

While i am rattling off problems, Mind if i mention one strange thing.
I bought this boat from a very reputable dealership. I am 100% satisfied.
When i got home and looked over the engine i noticed a new starter (yesterday new) a new looking but i am gonna geuss "reman" flywheel/stator, new h2o hose, and a couple of new looking plug wires coils and all new plugs.
Heres the catch, I decarbed the engine and replaced the plugs (QL77JC4) checked gap and adj to .030 pulled the old plugs, checked the gap and they were gaped @ .037 all of them. Now why would some one do this?

I cant answer the questions you have asked my suggestion is to ask the dealer.
As for the cylinder head temps you need a better way to check them besides using your hand.
