If you are measuring your pad height right you are too high. This will lead to high RPMs and possibly the poor hole shot.

+1 on engine too high. But... what's your water pressure? Also if your cavitation plate is 2" above the pad your prop shaft is probably 3-4" below the pad - but I'm just guessing. If that is the case AND you have good water pressure.... you may wanna have the prop checked.
ok ill check that. water pressure was around 20 i think. this guy gave me 2 props with the boat 24 and 25" both dont have a name on them. i took a ride in another gambler, he had a 3 bladed prop and his boat had a holeshot that was insane. i guess i need to talk to a prop guy like you said well thanx guys
