'08 210 question?

I was messing around with my boat today and noticed two holes in the transom. One is about middle of jackplate on the left side and the other is dead center above the water line (where the red smear is). I've never noticed these before, does anyone have any idea what these are for or if they even should be there?

Neither hole goes all the way through.

I have 2 but mine are exactly in the middle of the boat one on top and one on bottom in a straight line. If you see a small crease between the 2 holes it is your center line. This is what they use to mark the center so they can mark holes for drilling.
