How often are you guys changing out this filter? Any recomendations on where to get one? Any automotive parts store is it something specific to boats?

Looks like it might be an OMC/BRP filter. You can remove it and dump the contents twice a year. Look at the bottom of the filter if it shows signs of rust replace it. Any Johnson/Evinrude dealer will have them. If none local Moeller makes replacement for the system.

If I remove it, is there any specific instructions for reinstalling and purging the air out, or is it just a simple process that I don't need to worry about any air locks?

Don't worry about air. You will have to pump the bulb up until firm and that will be a lot easier if you fill the filter with some gas before screwing it back on. Rub a little oil on the o-ring on the top of the filter also.
