Not sure Larry, thought it was some kind of double sided backing. Maybe try Gorilla glue?
All mine had rivet's on them.

Mine are riveted on. However they are starting to rust. If you rivet them just make sure you treat where you drill the holes.
rust forms quickly under these things and the holes.... i suggest that you mark with a sharpy the area of the plate, take the plate off... tape up the bumper area .. and spray line-x ( truck bed rubber ) across the entire area that you are going to place the diamond plate... then rivet it down on top of that surface.
doing so u won't get any rust form from water the seeps under the plate
