97 150 Ficht cant get RPMS?

I have a 97 Ficht 150 and am having an issue turning RPMS. I can try to get the serial later today I am at work right now...

In neutral i can rev just fine but I attempted to run a 22 pitch at amistad and could not get over 51-5200 RPMS?

I have a 24 pitch renegade that runs nearly indentical to the 22 raker.

Here at altitude im only getting about 4800 RPMS.

It is in a 97 462 vs Ranger which is not overloaded with equipment; im a bit confused as to why i cant turn a 22 pitch at sealevel let alone altitude.

Should i switch to a lower pitch? Im kind of frustrated only hitting 48mph in my boat. A friend has a 488 with a 150 and smokes me like I am standing still.

Also have a CMC hydro plate but I couldnt manage any better speeds with it and was throwing a massive tail when raised to where I was getting more RPMS?

Have you checked to make sure you are getting full Throttle?

I am sure there are several, I just like to look at the simple stuff first...Other than that, you'll probably need a laptop and software to diagnois....
