1990 Johnson 70 VRO

With much thanks to several folks on this board, I got this thing back up and running well. My only issue left is the throttle, as related to the mini-throttle (binicle) and reverse. Throwing the mini-throttle wide open, and pulling it all the way back in reverse produce VERY little power (barely a fast idle). The main throttle works fine, opens up to 5400 RPM at WOT. I was convinced it was in the control box, took that apart and saw very little (was afraid I'd screw something up, so quickly put it back together). On the motor end, it barely moves the carbs when reverse or the binicle is engaged.
I guess I could change my throttle cables, but since it works on the main throttle, I'm guessing something in the control box. Any ideas?
