The program is voluntary on the dealers part. Some (most) dealers will offer you the additional coverage but some might not. It is not an automatic deal where no matter what happens you will get the coverage from Yamaha. Does not work that way.
You need to hear from your dealer that if you buy and take delivery of the motor during the time of the promotion that the motor is to come with the coverage. If he says yes, then ask him to write it down on the contract/bill of sale/purchase agreement that you will sign to complete the deal.
As I said, and for many reasons, some dealers don't participate. Just make sure that yours does. Or find another dealer.
By the way, I grew up in the town across the river from you. Many many years ago. My dad would not let us go over to Phenix City. Too dangerous he said. We snuck across anyway. Both towns sure have changed. For the better I might add.
Thanks for clearing the promotion info up. Yea it's changed a lot from what I can tell from the stories I've been told... Although the other day I was fishing close to the river walk and a couple kids walking by started yelling at me calling me a stupid cracker and white whore lol.

So, Jethro, in the case of buying from a non-local dealer, such as boats.net, I believe Yamaha requires an authorized service center to do the install or at least a post-install check to verify everything is correctly installed. Do you know whether it would be the selling dealer or the installing dealer that would have to agree to the additional warranty?

Generally it is the dealer that is registering the motor and who will have performed the pre-delivery inspection. When he goes to register the motor he will be asked if the motor is to be covered by the promo program or not. At that time he chooses a yes or a no.
In the case of one dealer (boats.net for example) providing a motor to another dealer, it can be a bit different. They have to agree upon themselves who is going to be doing the registration. One dealer can do the install and inspection and provide the boat and motor to a customer but the other dealer may want to register the motor (based on the inspection the other dealer did) in order to get registration credits from Yamaha.
Whoever does the registration will get registration credits from Yamaha but they are the dealer that will also have to be paying the dealers contribution towards the purchase of the extended coverage contract. Again, if two dealers are involved they have to agree between them who does what.
It would seem to me that the dealer who gets paid for the motor is the one who would have to pay the dealers fee to register the extended warranty. A dealer who is mearly getting paid to install the motor and do initial checks has no dog in the hunt so to speak. He is only getting paid for service work done and thus is not making a profit on the sale and has no money to be paying for extended warranties.
