The way I understood it was that those were floats, but could be wrong. I was once.Someone posted a link to them the other day.
I believe that is just a pad to keep the butt from rubbing against your body when you are flippin'. Could be wrong.

If you need a balancing end cap Bass Pro sells them. They are great for 7'6" flipping sticks.
Roland had one of those things on his flipping rod at Okeechobee. He was fishing in reeds and using the thing to plant the rod butt below his gut to leverage bass out of those reeds. He referred to is as a butt plug.Really, that's what he called it, who am I to argue with Mr. Martin.
They were actually designed to protect your nutz from the metal gimbal fitting on an offshore rod. Not sure why anybody would think they need them on a light rod with a rubber but cap.

He is using it as a balance to make the rod more sensitive.
It would work for a balancer to just add washers till the rod balances out.
