Water pressure is a direct reflection of your set-up among other things. If your engine is too high, you'll have lower water pressures. On my rig, I have about 16 PSI at that RPM.
You could have other issues, a stuck thermostat, mud-dobber nests in the cooling passages, or a bad or severely worn water impeller to name a few. When was the last time you had service (impeller changed) done on the engine?
If you're pulling the t-stats, go ahead and replace the poppit valve and spring, those along with a new water pump will replace everything that is not a water passage in the cooling system.

If you determine it's in the pump, get the pump kit not just the impellar. I have seen where everything looks good but there was a problem in the housing.
