I live in Virginia and finish seriously fishing in November. I take advantage of the good weather when weekends off permit and try to either put the boat in the water for an hour or two during December, January, and February until the new season starts. If I can't get that done, will run the boat in the yard on flushing ears for about thirty minutes at least once a month during winter. After a good warm up at idle, varying the rpms up to about 2500 briefly. Working the engine from both neutral, forward, and reverse gears to keep everything lubricated. I do use fuel stabilizer and each spring when I run the engine for the first time, she starts up as if brand new and have not had any problems. Important thing is not leaving any water in the engine so it won't freeze and crack any water pump housings. After running and preparing to store again, will run engine for a few seconds dry to pump any water out of the engine.
Not saying there isn't a better way, but thats what I have always done here with my outboards and have never had any problems.
If it's only gonna be 3 or 4 weeks, I wouldn't sweat it....3 or 4 months, then yes, fog it...
