There's no set rule really for changing the entire element out. I usually just look at the clear bowl with a flashlight to check for water droplets or any other debris. There is a drainplug on the bottom of the clear bowl, just turn it a few turns and the bowl contents will drain out through it. You can put a 5/16 clear hose on the drainplug's nipple if you want to direct the contents somewhere, or put an appropriate catch bowl under it when you open the drainplug to catch the gas coming out. I carry a spare element in the storage locker if I ever need it. I get at least a hundred hours out of each element before changing. That's roughly a thousand gallons of fuel or so. But if your fuel primer ball starts collapsing you may need to change at that time.
