The black tube is a drain for the cowling there are two of them if yoy look down at the base of the cowling at rear of motor you will see a hole where it goes ,lets water ou but not in clean it and put a dab of silicone to keep it in ,not sure of want the spring is

Upper one is definitely a cowling drain. If they're coming out- replace them (they've likely shrunk, and won't remain in place).
The spring.... not sure where that one came from. Is the Thermal Air Valve (on the starboard cylinder head) still intact?![]()
Or possibly, has the pulse fuel pump been apart (MIGHT be one of the springs from inside the pump).

I would find a new mechanic for my boat if I were you.
Looks like the pulse pump spring to me...:)
