    Swivel tube/bracket

I have my 3.0 liter, 225efi (s/n 0G539???) torn down to the point where just the swivel tube/transom bracket/trim remain on the boat. How much effort should it take to rotate the swivel tube? Should it swing freely or is it inherently snug? Mine rotates smoothly, and has no play in the bushings or yoke. It's just snug. I have pushed a bunch of 2-4-C through the zerc, but it is not loosening up. It requires both hands to swivel it.

    Steering linkages COMPLETELY disconnected?

With ALL steering completely removed, you should not have difficulty moving the engine from side to side with ONE hand (very little resistance should be felt).

Yup, steering linkage removed. I continued to work 2-4-C through the zerc(sp?), and it has now loosened up to the point where it swivels easily with one hand. I'm assuming it will never rotate so freely that itrequires only a nudge to start and stops when the bolts bump the bracket?

On an older, used setup- that's correct. And, that's probably exceeding the actual mechanical travel of your steering system.
