Rebuild Kit or Repair Kit

I'm putting together an order for Rhonda & would like to get it right the first go. The engine gets not many hours at speed and rarely above 4500 RPMs. The repair kit is the choice for annual maintenance, right?.

I assume this is the impeller, faceplate, and gaskets. Does it include the driveshaft seal installing tool?

Part# 43026Q06 is the impeller repair kit. It includes the gaskets, plate, impeller, two gearcase drain plug seals, top-hat seal, and the tool for properly seating the seal.

Part# 817275A08 is the most cost-effective "complete" kit (though it does not include the tool, or the drain plug seals).
