To update all here...... the guys at Photobucket have looked into my complaint about image quality uploads. This is a portion of the email sent to me.

You're right, it is funny that your BBC owner checked me out! To answer your post about us watching you, we do :) We have a fancy social media tool to look at everything that is posted about us. We don't respond to everything out there, but when it looks like an issue that can be resolved or if there is something that concerns us like your post, we dig in to try and figure it out. Thanks for responding to me, even through it does seem like I've ignored you!
My suggestion is to always upload your photos at the "Best possible" setting in the Upload Options. Then resize the photo to the size you need for the BBC after. This will keep the quality. I created a test album in your account to show you the differences. I tracked the steps it takes to do this in Photobucket compared to Flickr, they are about the same. They are a little less if you are resizing from the photo menu in Photobucket and not needing to save the original size. The Photobucket upload was much faster than Flickr though :)
I think you may have already answered you EXIF date question. The "Link back to my albums" option checked in your account, which needs to happen. Then use the HTML code on the BCC. When other BBC users click on your image they will be taken to the photo on Photobucket.com and then they have to click
the on "Photo Info" menu (to the right, a little farther down on the page) to see the EXIF data.
