I cut mine off. Those are pretty much useless on a bass boat.

Do you plug the hole or just leave it open, the bolt is just hanging!

Those are there for two reasons:
    1) to help offset steering torque/prop torque at speed. It has to be in the water when the boat is running hard to work.
It's not in the water when a bass boat is running. IE: Useless

    2) It's made out of Zinc. Helps control/reduce corrosion. BUT, for a boat that lives on a trailer....again, Useless.

I think Bobs Machine actually sells "smoothies". (zinc tab without the fin). But, I think they cost more than zinc tabs with the fin?

Pull the rubber plug above the bolt. Remove the bolt. Put the rubber plug back in.
    No worries.

Or, send me the diameter of the hole it needs to fit.
    I'm sure I've got one. $20 shipped.

This is how you cure steering torque on a bass boat.

Don't use a round piece of plywood. I've got a patent on that, and I'll sue.
(same goes for styrofoam out of an old ice-chest, coffee can lid, playdough, silly putty, and/or duct tape).
    I have copyrights.
