Power surge on '02 150

I am experiencing a drop in RPMs when I keep the throttle @ 2800 to 3000 rpms. The motor quickly surges as if being starved for fuel (drop of 200 to 300 rpms). The engine is an '02 Johnson 150 with oil injection.

Any suggestions?
