what the hell is going on!!
You should be able to launch at the park ramp as soon as ice out but other ramps will take longer. It will probably depend on precipitation how fast it will come up

+1 I used to live in Indiana...at most reservoirs they start letting them fill up in late March. Again...it depends on how much run off there is sometimes they'll be full a lot earlier.

The state park ramp usually hits water through winter pool. Other ramps such as Hollandsburg usually need that first Spring storm or two to be deep enough.

Here is the link to the Corp of Engineers web site. You really need it to be 2-3 from winter pool to be safe. You can launch about 6" above winter pool but it can be rough on your boat and trailer. Don't ask how I know that.
