EZ loader trailer brakes will not engage

The trailer brakes on my 07 EZ loader are not working at all. I disconnected the lights and threw it reverse and there is no braking present. I bled the lines and was able to push in the brake actuator/hitch by hand and also pull it out to bleed the lines. Didn't find any leaks anywhere but can not figure out why I can pump fluid from the bleeders but the cylinders wont close (apply break pressure). I'm not sure if there is just not enough pressure being created to close the cylinders. Any ideas?

I will also note, the brake actuator slides in and out all the time when I'm towing like the shock inside it is out.

I have the A-60 brake actuator

I would look at the actuator valve. When you put the vehicle in reverse the power is applied to the actuator valve which allows the brake fluid to bypass the plunger. the valve may be stuck open.
