You can feel it. It is a small tick when the reverse is engaged.
But the best judge is if the wheels lock up in reverse.

If you can't feel it, then you can try to hook up a battery and the ground and then touch the hot wire to the soleniod to the battery off and on several times and see if you can hear it. And as mentioned if your brakes are adjusted properly, jack up the trailer, push the master cylinder in and lock it manually, and try to rotate the tires backwards. Take the connections loose and try it again.
