This is what the boat mate trailers use(below). It is a turnbuckle tie down and you tighten it so there is no slack. It has clear tubing around it so that you can twist it by hand easily.

+1 my old boat had that. New one has a chain with an S hook, Shorelandr trailer.

Bass pro has a boat buckle style ratchiting strap for around 25 bucks
Check your local laws. MN says it must be a secondary chain, a strap is technically not legal. But I would venture to say you would never be caught unless you had an accident.

My Skeeter trailer has a chain.
