First, make sure you have 12v to the blue wire at the solenoid, with the tow vehicle key on, and in reverse. You should see 12v when the backup lights on the tow vehicle are on. If no voltage, check your wiring at the plug. If you have someone to help you that can shift the vehicle in and out of reverse (without the motor running), you should hear a faint click and you also should be able to feel the plunger engage inside of the coil. If you have voltage but no click, replace the solenoid. The function of the solenoid is to divert the fluid in the system from going toward the brakes, by diverting it back to the reservoir. If you unplug your trailer and back up a slight hill until the brakes engage, then plug in the brakes and put it in reverse, it should release the brakes. To replace the solenoid, use snap ring pliers to remove the snap rings on the large pins. Remove the brake line and disconnect the blue wire at the solenoid by disconnecting it from the wiring loom. Once the pins are removed, slide the actuator out the front, replacing the pins as the inner member clears the body of the outer member. Replacing the solenoid is now just a matter of unscrewing it from the master cylinder after removing the zip tie and return line. Screw the new solenoid on and reverse the order to install. Now bleed the brakes. Remember, air bubbles go up, so lower the nose of the trailer before bleeding. The air will naturally travel toward the bleeders and make your bleeding easy.

What Tow Vehicle are we talking about. Some vehicles have the trailer fuses under the hood on the drivers side fender and have nothing to do with the vehicles back-up light being on. Chevy and Ford being two of this type and Ford never installed their Trailing reverse relay, sometimes they put it in the glove box for safe keeping. Trailer Type wouldn't hurt to know either.

it is a gmc the back up lights that comes on is the ones on the trailer. If that fuse was blown nothing would work on the trailer

Solenoid is located at the rear of the actuator. You can see it from the bottom of the actuator, or with a swing tongue, from the rear.

If you look at the bottom of the solenoid you will see 2 holes that are already tapped for machine screws, 8-32 x 3/8" to add a good ground if you wish. Electrical problems don't fix themselves so I wouldn't expect them to keep working. It sounds like a loose connection or bad ground. Solenoids were designed to get their ground through the hard metal brake line that used to accommodate all trailers. Since the introduction of the swing tongues etc., often now a rubber or plastic line is used which has no way to ground. Then the solenoid relies on the connection to the master cylinder to get it to ground by the pins that hold the actuator in and finally through the ball. If there is not a tight enough connection at all points, no ground will be present and the solenoid will fail. A simple fix is to add the eyelet and ground it to the white wire in the wiring loom that passes through the tongue.
