Yes you can take them off and tow without the brakes. Just be careful in a panic stop if someone pulls out in front of you, it will take quite a bet more stopping time with no brakes on the trailer. You will get some clunking noise when you stop and start. That will be the actuator going in and out.

A complete repair of one side will cost less than $100.00 in parts, why chance it?

If you wreck after disabling the brakes you could be in a world of hurt. You may find it will cost way more than it was worth after the law and insurance gets done with you.

CA requires brakes at 3000 GVW.

Agree that its a liability issue, but in a pinch you can lockout the brakes or keep the actuator from chucking back and forth by getting two nuts that take a 3/4 inch wrench and taping one on each side of the actuator in the recess behind the large sliding pin.

had to do that this weekend on mine as the master cyl was out. sliding freely I thought it was going to pull the frame off my truck no matter how slow I started :yikes: ...with the nuts in place it didn't move a noticable bit

and yes, stopping without the brakes makes you realize just how much they really do help slow you down in a pinch

I would strongly advise against disableing the trailer brakes! This would be a serious legal issue in the event of an accident
