1970 Johnson 6 hp fuel problem

I am working on a 1970 Johnson 6 hp motor for a friend. The motor idles great but when you give it gas the top cylinder is getting flooded and the bottom cylinder seems lean. The bottom plug is white/tan in color and the top plug is black and wet. It has all new coils, condensors, points ,contacts and plugs. If I clean the top plug off it will idle perfectly again. The 2 possibilities that I am leaning towards are: 1. The fuel pump has a small hole in it and when it pumps it is sucking fuel into the top cylinder or 2. One of the botom reeds is not opening fully or at all. Anybody have any thoughts on these or any other possible things to look for.

    Thanks

The 6 will drive you crazy. Each one is nuts and a PITA. Need to follow the shop manual for the year.
