Make sure the gauge is accurate before you make any assumptions about the charging system.

RUDEMAN I CHECKED IT WITH A EXTERNAL BATTERY CHECKER ITS NOT CHARGING AND I ALSO NOTICED MY TACH IS NOT WORKING COULD THIS BE RELATED AT ALL? WHERE DOES THE TACH GET ITS SIGNAL FROM?

The tach gets its signal from the charging system. You probably have a bad voltage regulator.
If you have integrity, nothing else matters. If you don't have integrity,
    nothing else matters.

Not sure on the 150 but had the 1996 115 and when the voltage regulator module would go out the tach would not read correctly or not at all and the cranking battery would eventually go down. Use this link to find the the voltage regulator part number or just go to the marine dealer with the serial number off your outboard.

You can run with out this module working but carry jumper cables and charge your cranking battery when come off the water. The part will be about $150-$180.

Do you see on the motor that looks like what is on this page?

The ones I have seen are preety much out in the open on the motor and easy to get to.
