"orange peel" effect on top cap??

ive got a mostly white boat with a dark blue stripe bordered by silver pins on the top cap. the dark blue has no fading, or clouding or anything, just this wierd "textured" look on the blue only. the silver pins do not have this at all. i peeled back the nonskid pad on the bow and it is perfectly smooth underneath. Does my boat require "the works" as per basscat7's post, or can i do something else?? thanks all,

Sounds like you have a white Triton like me. My Triton is the same way and I am about to start a wet sand and buff job on it. You should try the same thing.
