    Paint restoration... HELP!

Hey i just bought a 1987 17' skeeter and the paint is really dull. is there anyway to revive the clear coat without having to re-clear it or repaint it? and what is the cheapest and best way? if you could help me with this and save me some money i would appreciate it!

im also looking at replacing the carpet but i have never replaced carpet on fiberglass. i can't staple it on the backside of the panels so any suggestions? there is also one panel that is flat on the bow. there are not sides to fold it around. any suggestions there?

    thanks!
