I recently bought a bass boat that has a 10" factory installed jack plate and with the motor trimmed all the way down my water exit port is below the water line???? do i need to adjust the jack plate up to remedy this?

Probably not, you adjust your motor to run best at WFO, wherever it is at idle is where it is...

but is it right for the water exhaust port to be below the water line.......... I can't imagine that this is the way it was designed it doesn't make sense to me. how can the exhaust water draft in this scenario.
If it just keeps you up at night, you can drill some 3/8" holes in the exhaust relief right under the cowling. But it's fine like it is.
You have to set it up to run, and wherever it is, is where it is.
What hull is this motor rigged on? And what is your current setting? Where is the prop shaft in relation to the pad on the hull?

Just keep the powerhead level when idling. Trim down just before accelerating.
