In order to get more lift when WOT would I raise or lower jack plate?

Depends on the symptoms.

*IF*...
You are throwing a high roostertail, steering is very stiff, and especially if you let off the throttle and you feel the prop catch and lift, then you're too high.
*IF*
You have no roostertail, steering is numb, and you aren't feeling the boat has enough go to get it done, you very well might be too low.

1/2" can be all the difference between too high and too low.
