    Evinrude early 90's

Buddy has an early 90's model Evinrude (tracker 60hp i think)....as he is coming down off throttle...when it gets down to about 1/3 or 1/4 throttle, it surges up and down like it is trying to take back off....any ideas?

Check the linkage on the carbs.

How would he go about doing that? Is there a guide I could print out for him?

No guide to print out. Need a manual. Have him look for any bends. Unhook the throttle cable at the motor and make sure the linkage moves freely. While the cable is off have him move the throttle on the control box and make sure it moves freely.

Would need a model number to get more specific.
