ok motor be down for couple years, vro has been disconnected, fuel pump cleaned, carbs built, new gas and oil, new water impeller, started today and idle is real high, what have i done wrong, did i put throttle cable in wroung place it go to the bottom then shifting cable right? ok this is 1992 model bubble back motor

To verify the cable settings if you have a concealed side mount either press the gear lock out button and move the throttle and see if the throttle linkage is moving or raise the warm up lever and verify. It will idle higher on muffs out of the water.
I guess seeing as you have done several things, any one of them could be potential problem areas, high idle (assuming cables are set OK) could be just as simple as an air leak, did you replace all gaskets when you did the carbs? I think you will need to be very methodical and backtrack your work and find out what it isn't rather than try a scatter gun approach and try to fix everything at once again.
