What draws bass to the shell beds? oysters, bait fish?
Primarily the fact that it offers a hard bottom and a current break. it gives the fish an edge to relate to.

really it's the plankton on the shells that attracts shad. Shad attract bass. When current runs it makes it easier for the shad to eat the plankton as it dislodges it from in and under the shells. The shad get active, swim to fight the current and the bass follow suit.
ANSWER - FOOD. Shell beds = food.

Hard bottom and, but more importantly its the bioplankton and zioplankton that the living shell beds are producing which attract the whole food chain.
