Is that the fast strike/intruder? It's cold in SC too!!If the starter spins but won't engage the motor check your battery voltage first make sure you are at, at least 12.8 volts DC check this with a meter.
if im not mistaken dosent the engine have to spin at least 300 rpm's before the ignition engages ?

If the voltage is up to par as ChampMan said then check that the bendix if moving up the shaft. If not, clean shaft and use a light oil on the bendix shaft....SPARINGLY!!
