I believe the tip tube is measured in 64ths and guide ring is measured in millimeters

You can call Loomis and they can usually tell you. Another option is to order this:

and you'll have a nice on water kit to repair rods. Comes with premeasured glue, five tips with the most popular tube sizes, and a handy carrying tube. You just need to supply your own lighter (room for it in the supplied tube).
If it's a newer Loomis it will most likely use a 6 ring top. You just need to figure out the tube size. You can use a micrometer to measure the blank tip and go from there.
