2001 evrinrude 225 fich ram - NEED HELP!!

Hi.
I have a very interesting problem. My fuel pump doesn’t work, but the fuel pump itself is ok. I found out that the ground is missing in PDP. At first, I checked EMM. No any code!!!! After that I replaced the PDP. Nothing!!! I checked all wires and fuses, everything is fine!!! Also there is some other problems; when I turn the ignition switch on, I have to wait about 10 sec. before it starts. (The switch is fine, batteries are new, filters are new..........everything looks ok, but………
I connected the extra ground wire to the PDP and fuel pump started right a way (when the ignition is on, it stops only when the ignition is off)
Is it possible that EMM have broken ground wire inside and in this case the computer doesn’t show any error codes because everything is connected in the computer with the power line ??
Does anybody have similar experience?

yea had similar problem recently and it was the starter delay relay.

they is two side by side on top left side from standing behind it kinda on the rear top, they"er 70 amp I think,the other ones in the power dist. panel wont work,oh they just hang there too.
