Starter Question?

What causes a starter to stay cranking when you turn the key off? Sometimes when I crank the motor and then go to turn the key back off it stays crankin. Or I have noticed when I had the cover off, that sometimes the motor will fire and shoot the pinion gear back down but it will still be turning like it is staying engaged with the motor running. This is with a new starter and my old starter. Is it the solenoid? The mad dash to disconnect the battery can get old fast!
