I would ask the guys in the NC/VA forum they fish the tidal water and are the experts
I would try the Apopalypse from bakubaits or any other weedless top water lure, wait a minute there is none.
I have caught fish in the heat of the day on topwater on the rivers in this area. Shouldn't be much different in your area. We don't get a lot of tide in this area of the Albemarle sound but the rivers fluctuate with the wind direction.
