I thought that was the way everyone worked them. You can do it on the surface or better yet, just below the surface. One thing many anglers do wrong, in my opinion, is to use a hook that is too large. For the best action, use a 3/0 EWG and tex-spose it. A larger hook, like a 5/0 which is most commonly used will make the bait fall nose down, and it won't get the same darting action when you jerk it.
With the 3/0 hook and a swivel 10-12" ahead of it, all you need to do it give it a slight jerk and it will dart to the side and upwards, and then slowly fall back and the next jerk will cause it to dart back to the surface and to the other side. This baits walks itself

Try a loop knot instead of tying direct to the hook. It makes the darting more erratic. Also, when pushing the hook in, start it through the "chin" instead of nose, making it dart upwards more, breaking surface like a fleeing shad, and darting better. Been doing that several years.
