Stalling at startup and High RPM in Neutral?

2006 225 Optimax
Engine keeps stalling at startup for a few tries, then once warm revs up to over 1500+ then alarm sounds. I shut it off and restart it and then does the same thing?
Engine runs great once in gear all the way up to full rpm.
New Tracker Diaphragm.
New fuel injectors.
New TPS (throttle position sensor).
New spark plugs NGK 1ZFR5G.
New Battery.
New pulse pump rebuild kit.
Checked fuel regulator Diaphragm. (looked good)
Checked Air regulator Diaphragm. (Looked good)
Didn't see any leaks around air regulator weep hole. ( should I open and check/replace with the special tool)?
Any help in the right direction would be great!
