Anti syphon valves on top of the tank could be stuck. Take 'em out and replace with regular ells or knock the little balls out of the existing ones.
How old is your fuel line(s) and fuel bulb?
If they are old, I would start by replacing them and also checking to see if you have the anti-syphon valve.
You can also disconnect the fuel line from the engine and see if you can pump the bulb and have fuel come out the line. If not, you definitely have a restriction somewhere.
OK, if the primer bulb is going flat, it is a pretty simple thing usually, you have a restriction/blockage between the bulb and the tank, first off remove the fuel cap to make sure your vent is not blocked (easy to do), then ensure your pickup is not blocked, (not as easy) if they are both OK, then your primer is shot and needs replacing, or you fuel line is soft and collapsing, most common is the vent, you can get all sorts of insects building nests in them, or you may have a loop in the vent line and it is full of fuel(maybe)
turned out to be the fuel selector switch on the boat was set to aux tank and don't have one thanks for the info

dont feel bad about the fuel selector mistake. I thought I had a fuel restriction on one of my tanks so I pulled both tanks and replaced all my fuel lines only to realize I had the selector in the wrong place. I guess it is betterto be proactive than reactive, even if by mistake
