    Help, please

I have a 1980 Evinrude 9.9, E10RCSE, sorry I don't have the serial. Just rebuilt the motor and am having an idle issue which I was also having prior to the rebuild. Previous owner overheated the engine and scored #1. Both cylinders were bored, honed, and new pistons/rings installed, compression is now 110 psi on both. Double oil for 10 hours, runs like a champ above idle. My problem is it will not idle, new plugs, back at 50:1, rebuilt carb and fuel pump. Idle mixture is right, 1 1/2 turns out from light seat, any richer or leaner it dies. My idle speed screw is maxed out in it still sputters and dies or barely runs at that speed. I checked the ohms on the sensor assy(timer base) and it was low (37), replaced with new (44ohm) and it still runs the same. Coils ohm out .2 each. Magneto ohms within spec too. I am getting spark on both cylinders, but it seems like it isn't getting enough timing to idle right. Could it be the power pack? That is the only thing I can't really check, but don't want to drop $100 for something that isn't going to solve my problem. Is there anything I am missing? Sorry for the long post, but just wanted to give all the info I had. Any help would be greatly appreciated.

Try re-torquing the head and make sure the carbs and secure on the intake.
