Water in seat pedestal support holes?

When I look into my pedestal support holes on the front and back decks there is standing water? Opening a compartment confirms the support BCB uses. Should these drain?

    Thanks

They don't drain. I use a shop vac to get some of it out but it does not seem to harm anything. I greases the seat post insert to keep it from binding.
