    Ground issue or something else?

1998 Ranger R82 sat out in 1.5 inch rain storm, uncovered. Now have a electrical issue. Batteries fully charged but interior light is dim, horn clicks but doesn’t work and dims the interior light when pushed. Tachometer sits on 5k, fuel gauge is intermittent. Motor won’t turn over. Motor trim won’t work.

Pull the cowl off the motor and check fuses there as well as letting it dry.
If you have integrity, nothing else matters. If you don't have integrity,
    nothing else matters.

You probably have one or more wires to the battery that broke down if the battery was under water. I have personally seen posts burn totally off a battery that was submerged, and terminals disintegrate.
Maybe your batteries got diluted if they were under. Anyhow, I suggest you check the actual voltage of the main battery. You might be lucky and just have a loose connection. Don't be afraid to do a pull test on any ring terminal, if it pulls out it wasn't any good anyhow.
If there is a master switch, recycle it and see if there is any change.

I'd check the Voltage on the battery first, then the connections.
