mississippi river levee to be blasted

i was watching the news and the mayor of some town has made a decision to blast a certain section of the rivers levee. if he does it it will flood like3000-4000 acres and drop the river 3-4 ft but it will also flood like 80-90 homes. if he doesn't it is going to flood a town where the levee is already out and flood over 400 homes and business. the decision has been made and it is about to happen unless legislature stops it. i would hate to make this call.
