Were pressure test preformed while motor was loaded?
Did look for foreign material that might have been blocking that hole?
be sure you gap them spec, half the motors that come to me for work, the plugs are at .028, the gap ngk ships them with.
If not already start using the cocktail Don recommends and I would recomend...

assuming normal loads and elevation under 1000 ft, you need a 25 tempest or 24 fury 3 blade, no plugs in the fury.
I would prefer the fury, get a good baseline on and then have tuned for your boat.

I would not replace any until verifying they are bad by stress testing first, if they consistantly bridge a .600 air gap they are good. Should be done with a scan tool in test mode to repeat test on...
