Thanks for the replies! I did a bit of look-up. It sounds like either license is good in most areas UNLESS you are fishing in tributaries (e.g. creeks and rivers) with flow into the main stream....

be sure the roller is free to rotate. Mine was tight enough I almost could not turn it and had to loosen up the nuts on the shaft bolt.
