That red knob is for tension for the steering wheel. Chances are,the grease has hardened in the steering tubes on the motor and is binding the rods that are crimped to the steering cables. I'm sure...
Too much pitch on prop for that motor,just guessing but you probably need a 19-21 pitch prop to get your lift.
